What is Sample?

A sample is the reference unit everything else is judged against: dimensions, materials, finish, function, packaging and labelling. Approve it in writing with dated photographs, keep one sealed reference unit yourself, and send one to your inspector — 'against approved sample' is the sentence that makes inspection reports enforceable. Never approve bulk production from photos alone for a new product; the cost of one more sample round is trivial next to a container built wrong.
